  safest to MAIL either sources or diffs to those who claim that they
  already have 4.2 or 4.3.  the 4.[23]BSD license states (i read it!)
  that it is fair game to distribute source or derivatives of source
  to others provided they have the same license.  it goes on to say
  that it is a license infringement to distribute source to others
  that don't fall into the above category.

  i don't put any licensed stuff in ~ftp/pub.
