This is slightly erroneous because X.25 level 3 can run over other link access protocols. Also I meant the X.25 designers basically assumed that you would never have a transmit window in a protocol above level 3. LAPB has a window basically for error-handling and X.25 level 3 has a flow control window. Anyone who has tried to run kermit over a PSPDN knows how well all the transmission windows interact.
