Frank Prindle asks: "Is [the 890] prefix universally unused and thus
available to the LOCs to use for this service, or is this just a Bell
of PA special?"

A quick perusal of Mountain Bell's phone directory here in Phoenix
reveals 890 to be a plain, ordinary exchange, located in Mesa.
