The SYSTEM HELP file entry for the DECK command under VMS 4.5 has some extra
qualifiers specified.  You will find the subtopics /CHARACTERISTIC and /FORM
listed in the DECK entry.  Note that the DECK command has no such qualifiers.
The HELP entries given for DECK/CHARACTERISTIC and DECK/FORM are actually the
entries intended for DEFINE/CHARACTERISTIC and DEFINE/FORM, respectively. 

Just do a 

    $ HELP DECK

and see for yourself.
