I don't know about other formats but we use 'AVATU' from the Fall '84
DECUS VAX systems SIG tape to read and write EBCDIC tapes.  We have made
one modification to enable us to write alphanumeric instead of numeric
VOL1  labels, but this may not be a problem for you.
