Has anyone written a program that will reformat files composed of 
Variable with Fixed-Length Control (VFC) records?  This record format
is not suitable for operating systems other than VMS.  To be more
specific, we are looking for a program that will take a file with
this format as input, and will produce a file with the appropriate
control characters imbedded in the records as output.  Any insight
would be appreciated.
