He told me that the appearance of the SpartaDOS X cartridge is not delayed by any compatability problems with Atari's new drive (apparently, the new drive works fine w/SpartaDOS). Rather, they are bowing to user requests that SpartaDOS X work on the old 800s, with or without Axlon-compatible memory upgrades. This will take some extra coding. Apparently, they are rushing SpartaDOS at the expense of a fix to the MIO printer buffer, which is buggy.
