Here are a couple of other facts left out in the original posting:

1. Be sure and set the DC jumper (not the RE).  It is the Disk Changed signal
   from the TEAC drive.
2. The model number of the TEAC is FD-55HFN-22.

The correct pin number for the drive select signal is indeed 12.
