I don't remember if vi worked in any of the windows, but I doubt it, since the program used pipes and Guy already talked about the problems that would occur. The program was written by somebody at the Naval Postgraduate School and was supposedly portable to V7 systems. I haven't the slightest idea where to get either the source or the binary.
