We are part of a performance management team.  We use system 
monitoring tools to track cpu busy, disk io, and memory.
We have man pages on these commands but they don't answer 
questions like the following:

 I would like to know if there is any source of information that will 
 give a rules of thumb guide to maximum values of mon fields.
 Some mon fields are:
 Time: user nice sys idle
		      100
The maximum value of cpu idle is 100% - no activity on the system.
Does load average have a threshhold value?
Would a value of 8 be too HIGH ?
