a number of people have asked this and the documentation is very obscure,
so I will post this again:

(ref: SCO 2.1.3 release notes p. 14, SCO login(M) man page)

in /etc/default/login, add a line that says: ULIMIT=n
where n is the number of 512 byte blocks you want users
to have as a default file size limit.
