Is this a problem due to pre-2.11 sites whose software The newgroup control messages may have been sent to distribution "inet", but the articles themselves have more mundane distributions like "world", "usa", etc. This explains the mystery. On the other hand, why is "stopping the leakage" the right thing to do rather than issuing correct newgroup messages?
