The only color dithering that I've done is to dither from however many
color down to 8.  This is achieved by dither each color plane separtely
and thus you get 3-bit value per pixel at the end.

I did this on IBM EGA display, the result is acceptable.  But what I
really want is a generic algorithm that can dither N-color image to
M color.
