Loginout.exe is affected, among other things, by the type of licence you have. When you apply your key for a particular number of users, you are patching loginout.exe. I would assume that it also changes with new versions since, for major upgrades at least, our key has to be re-applied. Big VAXes generally have the same 64-user licence which comes standard. MicroVAXes, however, can have 2, 4, 8, 16, or unlimited, each of which is a different patch. So that might account for some of the differences.
