The idea WAS to create such an environment. The debug tools get to live in
FAST ram and the program in CHIP ram. If having an EXACT memavail is needed
then you can allocate a hunk of ram to match that used by the OS in a 512k
machine.

But you also forget one of the USES for BLOCKER, to let the a programmer debug
a program that would otherwise eat all the ram and leave none for debugging
tools. As TDI has shown it's kinda nice to DEBUG things before you ship
them. :)
