I think what the other poster meant was this:
When posting an encoded archive of several smaller programs (the
sources to Emacs is a *great* example) why not create several
archives, each containing a few files, and encode then post
each separately?  As it was posted the *whole thing* was useless
unless a person got a clean copy of each part, and we all know how
that worked out...
