Unfortunately, help windows would bloat the size of the Finder if they were included in every copy. My suggestion is that an optional 'Help' file exist in the system folder, and if it is there, a 'Help' button could appear in the 'About Finder...' dialog, or else a 'Help...' item could be added to the Finder's Apple menu. Alternatively, there could be a 'Help' cdev in the Control Panel (a question mark icon?).
