This has been true on the last few (3 or 4) System Update disks that I have gotten. Unfortunately, most people just get hold of a new copy of the system and finder from whereever and copy it onto their disks rather than getting the upgrade disks and using the Installer. Besides missing out on useful information, this is a STUPID thing to do with the new variety of hardware out there as the Installer updates your System properly for the HW on which you tell it you'll be running (different patches, etc.).
