I just finished setting up a bibliographic database system for our
research group here at Dartmouth College.  It uses Reflex to store the actual
database, and a public domain program called RefList to format references
the way any journal (you specify) expects them.  It works great, and is 
very inexpensive.... plus, you can use Reflex for more than just a 
bibliographic database!
