C rnews will indeed support a new sys file field for distributions. If this field is missing, rnews will use the contents of the newsgroup pattern field (`subscription list') as the distribution list. (I was mildly surprised that B2.11 didn't include a distribution field, as Rick is aware of the problem.) C news isn't mythical, just slow to be released.
