In case anyone is interested, I found that that the problem I described
last week arose from a change in the way rnews handles the blank line
that separates headers from text.

Before applying patches 4-8, that blank line could consist of a space
followed by a newline.  After applying these patches, rnews complained
consistently that everything I fed it had to text line; it read the
headers but believed that there was no body.  It seems that only a
newline is acceptable for the separator line now.
