The best statement I've seen on a situation like this is from Ellen Eades.
On having a construction worker tell her in passing that she had "nice
tits", she screamed back "I didn't grow them for you!!!"  It seems to me
that women have a right to walk down the street without being treated as
fair game for non-consensual sexual transactions, like ogling, even if
they're pretty.
