Jain, K. Ramakrishnan, and D. Chiu presented their "DEC-bit" talk, and here I find the following references: Jain, IEEE JSAC Oct 1986 Ramakrishnan, Netwroking Symp., Nov 1986 Since I have neither of these references, I don't know if either one gives a description of the full use of the DEC bit, but I'll send the authors a copy of this mail and see if they have published a paper on the subject, for the folks who weren't at the Boston meeting.
