Thanks much.  I just got hold of "A Timeout-Based Congestion
Control Scheme for Window Flow-Controlled Networks," by Raj Jain
of DEC (IEEE J. on Selected Areas in Communications, Vol. SAC-4,
no. 7, Oct. 86).  It discusses many of these issues, and suggests
an algorithm to adjust window sizes based upon congestion
indications, although it uses retransmission timeouts to provide
the congestion indication rather than a congestion bit in the
packet header.
