Rather, I was pointing out that whether your application needs to get "blessed" depends upon what you say to the question about whether you are going to connect to the DoD Internet. One theory as to why people may have had trouble getting numbers is that they inappropriately said that they intended to connect to the Internet, for example because they didn't understand exactly what the question meant.
