If you play as a Tourist, and happen to get a leash when you start, it is a
"chain" leash, rather than a "tool" leash - which means that you can't actually
*do* anything with it! It's useless - if you try to apply it, you're told that
you can't.

To fix it (if it is a bug, and not something really dead subtle instead),
change the initialization of Leash in u_init.c to have TOOL_SYM in place of
CHAIN_SYM.
