The ROM _fixes_ many bugs (most of which were previously fixed by TOOL.SETUP when/if you booted a P16 disk) rather than introducing new ones. I can't think of anything that would affect hard disk speed in the new ROM. Actually, there's nothing in the ROM that has anything to do with hard disk speed--the disk I/O is all through ProDOS and the drive's ROM.
