You need something that runs Unix. A "shell archive" is actually a program written for the Unix command line interpreter ("shell"), so you would need this interpreter, plus some extra utilities that the "archive" will use to unpack itself. The shell archive provides a means of gathering a bunch of files into one (as does ARC), with the advantage that the archive format consists entirely of printable characters.
