The latest kernel PTF fixes the BSD return code and the
persistent-lock-after-process-exit problems.  If news 2.11
rnews complains about being unable to lock the active file
after expire runs (one of the more benign cases), then you
should contact RTOC for the fix.

(If you use MDQS, your problems will be more insidious...)
