Look in sections 583 and following of the document _TeX:_The_Source_
for some nitty gritty details on DVI.  This has been published under
a slightly different name (and may have different section numbers?)
but what I am refering to is the document that got ``weaved'' from
our old web source for TeX.  Anyway, the info is there somewhere....
