We have a graphics lab with some Suns in it, and we too worried about people hosing things on our net by powering one down and becoming root. The solution we (we == Fred Blonder, with input from some others as to what should be done; I wasn't involved) implemented was to hack init to ask for a password before going into single-user mode.
