I've found that when I cancel one of my own postings by using the 'c'
command of vnews, the 'cancel' control message is created with a 'local'
distribution.

This is not what I want; I want to propagate a cancel message to the
network.

Am I having this problem because my userid is the ROOTID defined in
src/defs.h, or what?
