It's called BAGS, and it was written by Nathaniel Borenstein (now of the Andrew Message System group) in Mocklisp under Unipress/Gosling Emacs. Two clones of it currently run under Unipress Emacs under the Andrew workstation environment. Basically it presents two windows on the screen, one with the headers of the messages and one to view the message. N and P move back and forth through the headers, views/scrolls, M calls up a buffer to send mail...you get the idea. Much nicer than any of the standard Unix mail garbage, even if it does run under Gosmacs.
