These versions of lex and yacc are *not* public domain. They were submitted to DECUS by someone who had no right to do so. DECUS has since withdrawn that tape. They continue to be circulated by people who do not know, or choose not to know, their provenance. They are stolen goods: do not distribute them. I think that prep is from FSF and is unlikely to be public domain. If this is the case, it may still be distributed as long as the "copyleft" rules are obeyed.
