As you all pointed out to me, the problem was not in the PTY drivers, it was a quota problem (BYTLM). Btw, I didn't manage to do a show proc/quot on the process. I just got a message that it was suspended. Nor did anal/syst work, I just got a message about no access to location . The solution is to disable resource wait mode with $setrwm. The program in question is called PTY, it allows you to create several PTYs, switching between them and logging output to a file. If you're interested please notify me. It's written in BLISS-32.
