So it does things like local editing, echoing, selective forwarding, flow control &c, all controllable from the host side. It -doesn't- try to do as much as RCTE. It also doesn't try to provide for general local screen editing, e.g. interpreting & buffering cursor movements -- that seems like an awful lot to pile onto a poor Telnet protocol.
