There hasn't been much pressure from the data communication users for
flat fee arrangementst. There are, of course, lease or dedicated
circuits and flat rate fees in local calling areas (voice). 

I suggest that you would find more concrete answers if you went to
one or more public carriers to ask about options for flat rates.
