Well, Esperanto is probably simpler than most natural languages (or, at least, simpler than most European languages), but it's certainly not taken over the world.... An international collating sequence could certainly be cooked up, but in practice who (other than programmers) would want it? I'd believe such a collating sequence could replace existing national collating sequences if the bulk of the people affected by it said it was OK.
