The CTeX sources and binary files are not in the public domain. The so called CTeX freeware that come with the GNU distribution is most likely some version of COMMON TEX !!! If you are confused, check the copyright messages in the body of any of the ".c" or ".h" files and search for name "Tomas Rokicki". If you find this name in your sources, you most likely got an ILLEGITIMATE copy of CTeX !!!
