I am looking for standalone PC and/or PC/AT compatible keyboards with a small
number of keys for a process control application.  These keyboards need to have
20 to 30 keys.  So far, all the little add-on keyboards I have seen for PCs
plug in in somehow with the existing keyboard and require the main keyboard
to be present for the machine to boot without a gripe. 

I will use about 250 of these keyboards and would need to take delivery in
about 6 months.  I am willing to have custom keyboards made if the price
is reasonable (<$300).
