A partial remedy is to get as many people as possible to read Kernighan & Plauger's "Software Tools" and Kernighan & Pike's "The UNIX Programming Environment". Software toolkits still make good sense, but lots of people just aren't aware of the ramifications. Bentley's "Programming Pearls" also has good examples of toolkit usage.
