I seem to have a problem with my news 2.11 software.  I cannot locally
create a newgroup.  If an external control message from the net
creates a newgroup it works fine.  The command I use to create a new
group is:

	/usr/lib/news/inews -C rec.music.beatles < /dev/null

My terminal screen responds after a moment with:

	///usr/lib/news/inews -n c.ctl -c newgroup -d local -a "usenet@grc.UUCP

and then returns to the prompt.
The log file however says:

	Oct 9  13:24  local   Unrecognized control message - n

As far as I can tell, all access permissions are correct on all files.
Yes, inews is suid, sgid to the news administrator.

Can anyone out there give me a clue as to what the problem might be?
