This isn't really a direct response, but might nevertheless be of interest. Based on considerable experience, utzoo has a policy of occasionally polling neighbor sites even when both sides call on demand. The reason is to cope with exactly this sort of problem. (We poll trigraph daily, for example.) We consider this a wise precaution.
