(1) Getting the oxygen partial pressure within the safe range is tricky in high-pressure mixtures, since the allowable range of composition percentages is inversely proportional to pressure. (2) High-pressure inert (noble) gasses have an anesthetic effect. What sort of pressures are you talking about? Sounds weird.
