        Last week I sent out a message saying...

I've had quite a lot of replies to this, unfortunately thay have all been of
the form "If/when you get a copy, can you send it on to me please", nobody has
yet told me where to find a copy. So... those of you who have seen the draft,
how did you get hold of it ?  - If machine readable please send me a copy, if
not, where did you get it from ?  - I may try the same route. As there seems
to be quite a lot of interest in this, I'll post a summary to the net.
