The trashcan is not supposed to be an ordinary "drawer" type directory. Yours obviously was. You need to copy a REAL (galvanized iron, maybe? 8-) Trashcan icon onto your WorkBench disk. You must have one around there somewhere. Could be Commodore is shipping bogus Trashcans these days. Try an older disk, select the Trashcan, and see if the "Empty Trash" menu item gets un-ghosted. If it does, you've found a Real Amiga Trashcan. Copy it.
