I'm sorry, but that's the WRONG ANSWER. The answer isn't "you can't". The answer was, if you do this, a future Intuition release might break your software, because private Intuition things may have to change, things unrelated to overscan. It is the right answer. If the OS can't do what you need it to do, but you can kluge your way around it, its *your* choice to do it. Demanding that Intuition magically start supporting overscan in a nice manner is singularly non-productive. Everyone who is kluging in overscan support via manipulation of private intuition data structures evaulated the risks, and made their decision. But don't ask us to support it forever.
