The name "empire" is already quite ambiguous and confusing as it is. Irrespective of the legal questions, Steven would be well advised to choose another name for his program. He might have the word "empire" in the name, but it should be distinctive enough to avoid confusion with the other "empires". This would be a blessing to all concerned.
