1) Use UUDECODE to get a .ARC (generally) file.  
2) Use a transfer program (KERMIT, PROCOMM, BITCOM, etc.) one on the host
and one on yoiur PC and download the file.
3) Use ARC or PKXARC to unpack the .ARC library.
