I am using AT&T Windows, and the print spooler that comes with that package can be set to LPT1 or COM1. I tried it with a printer, not a plotter, though. I suppose you could even load two spoolers into separate windows and print on both ports simultaneously. I don't find that the spooler slows the PC significantly when set to the default print speed.
